The Vice Chancellor for Research of Binaloud Institution of Higher Education works under the supervision of the director of the institute with the aim of directing and leading research activities and making research purposeful, as well as encouraging research. The Vice Chancellor for Research is responsible for providing appropriate scientific and professional guidance for the development of research and technology. The tasks of the Research Deputy involves proposing and preparing various research regulations; establishing scientific relations with universities inside and outside the country; cooperating in providing scientific services to the community through the implementation of applied research projects; holding scientific conferences and seminars, and publishing scientific findings and monitoring research affairs of the institute and the library. This department is currently the responsibility of Dr. Saadullah Velayati, who is also the chairman of the Research and Technology Council and the chairman of the research ethics committee of BIHE.
Dr. Sadullah Velayati graduated with a PhD degree in Geology from the University of Würzburg, Germany in 1979. He is a full professor and retired faculty member of the Department of Geography, Ferdowsi University of Mashhad, and has written numerous articles in the fields of hydrogeology, hydrology and geomorphological Crest.

Planning and adopting policies to create, develop and expand the research activity of the Institution
Creating a platform to provide the necessary facilities for faculty members and students to use information resources
Planning to provide facilities and support for research activities of faculty members and researchers
Supervising the publication of university scientific works
Preparing the Institution research plan and presenting the goals and determining the research and technology priorities in the form of medium-term and long-term plans
Supervising the preparation and compilation of statutes and bylaws of related research and technology units
Supervising all research and technology affairs, university libraries and databases
Supervising the conclusion of research and technology contracts
Preparing and proposing various research and technology regulations with the help of relevant officials and supervising their proper implementation
