The administrative and financial vice-chancellor is responsible for supervising the implementation of all legal affairs of the university, contracts for construction and facilities, services, dealing with the executive goals of the university, forecasting the budget and estimating the human resources needed by the university. Also, this vice-chancellor works in the field of establishing the administrative affairs system and the strict implementation of administrative and financial rules and regulations to make the way to achieve the goals of higher education smoother.

Description of the duties of the administrative and financial assistant:

- Planning, managing and directing administrative and financial affairs, preparing and implementing construction operations within the framework of the comprehensive plan to provide and maintain physical spaces in accordance with the higher education development plan

- Proposing the construction budget and monitoring the implementation of all employment, financial, trading and construction regulations

- Compilation of short-term, medium-term and long-term plans in order to develop the quality and quantity of education and research, and technology and propose the structure and organization and budget of the university.

- Ensuring the proper implementation of the tasks of the subordinate units, through the supervision of their work

- Cooperating with the university president to implement the tasks related to the university's headquarters units as best as possible

- Supervision of construction plans and annual budget and proposal to the university president

- Preparing and formulating the policy of subordinate units in the form of university goals and current approvals and regulations and communicating to them

- Supervising the implementation of administrative and financial affairs and services in compliance with the relevant regulations

- Supervising the preparation and supply of the university's needs and facilities and environmental health maintenance and monitoring the good implementation of the contract
